This update was released because on OS X Mavericks and OS X Server, the system built-in VPN service may refuse clients trying to access the server via a L2TP connection. This issue might appear on a network where the client Mac and the server are behind two separate network address translation (>NAT) gateways. In order to fix this issue you can either install the VPN Update for Mavericks Server or you can configure and use a PPTP connection instead (PPTP requires Directory accounts) as described by Apple on their "Configuring PPTP" support page.
