Most dial-up Internet Service Providers (ISPs) monitor web activity - not the content - in order to be able to free idle dial-in points of presence when someone logs in and stays online for hours regardless of whether or not they're actively using the connection. Dial-in points of presence are expensive to setup, and each port can only serve one customer at a time, so it's in an ISP's interests not to allow an idle connection to continue.
