From Akki Game Design : Start-Up is an Akki Game Designs freebie. It is a portable system utility that can be placed into a computer's SendTo folder or kept on a portable device. If it resides in the SendTo folder, simply right-clicking on an application, going to Send To... and clicking on Start-Up will send a shortcut of that program to the Startup folder of a Windows Vista computer. Otherwise, the program that will be sent to the Startup folder can be dragged onto Start-Up exe.
