Conversion tool that creates a PDF document from image files img2pdf is a free and open source, Java based conversion tool that creates a PDF document with a page for each image file. The image can be rotated to best fit the page. Other options allow for the page to be rotated to best fit the image, landscape or portrait, no auto rotation. In all cases if the image is too large to fit on the page then the image is scaled down to fit the page. Only letter size paper is supported.
