Contextual Menu allows you to open documents in specified applications. Open With Package allows you to open documents in applications other than the document creator. For example, if you have a Microsoft Word document and you'd like to read it but don't have Word, you can ask Open With Package to see if it can open the document in AppleWorks or BBEdit. You don't have to launch the application and then navigate through the open dialog. Just control-click on a document and choose from the applications on your disks that can open it in the pop up list. Only applications that can open all the documents in the selection appear in the popup menu, so it doesn't take long to find the application that you want.
